Readers respond to the prime minister’s pledge to spend his ‘political capital’ and find cross-party consensus on reforming social care I write as someone whose disabilities mean that I will be in receipt of social care support my whole life (Andy Burnham seeks cross-party agreement on future of social care, 27 July). For too long, people like me have been cannon fodder for politicians who routinely forget that their highest duty in providing social care is to protect those less able, or unable, to care for themselves. Investing in the right support for us unlocks our often-forgotten abilities. When we are successful, it is often because we have had opportunity to be because of that support, and when we aren’t, as so often happens, it is because society writes us off. Andy Burnham’s intervention is welcome news as it shows that he considers us a priority. Reform of the social care system has to be taken hand in hand with disability groups and people with lived experience of being disabled. Too often the system traps people into dependency on temporary accommodation rather than providing them with the means to receive support in their own home. Continue reading…

Devolution should finance transport, skills and industry, not become a rightwing contest to promise the largest tax giveaway That England is among the rich world’s most centralised countries underpins Andy Burnham’s critique of the economic history of the past 40 years. Only post-communist Europe deindustrialised as rapidly as Yorkshire and the Midlands did in the 1980s. Centralisation did not close every factory or pit, but left regions without the powers, finance or institutions to cushion the shock or build a resilient, replacement economy. Hence Mr Burnham’s radical and welcome plan to unbundle English government. There are three facets to his devolution programme. The first are the detailed and concrete proposals contained in a cabinet paper Mr Burnham released on Friday. This appears to be a blueprint to create a decentralised state organised around mayors as the key regional economic actors, while jointly governed pan-regional agencies could emerge, say for transport, energy, investment and industrial systems, that cross mayoral boundaries. Burnham’s first 10 days or so in office have gone about as well as he or any of his team could have dared hope. His net approval rating has risen by 17 points, according to one early poll, gaining ground with every category of voter except supporters of Reform UK, though they too like some of what they see.
