French Economic Observatory proposes alternative to Zucman tax to better levy ultra-rich

To ensure that the wealthiest households do not escape taxation, economists Guillaume Allègre and Xavier Timbeau suggest taxing not wealth itself, but all sources of income. This would include capital gains realized through donations and inheritances.
