The attacker exploited a decade-old security vulnerability to gain system administrator access, then encrypted the data with ransomware. The Treasury suspects Russian perpetrators, but the attacker denies this, claiming that the motivation was simply to make money.

While the Treasury suspects Russian perpetrators and denies the leakage of client data, the perpetrator who carried out the attack admitted to the Russian involvement, claiming that it was solely motivated by financial gain.
